A £5 billion construction framework (reference PA23-YPO-0002), YPO as contracting authority and Pagabo as framework manager. Nine lots from £5m to £60m-plus, evaluated 40% price and 60% quality, Procurement Act 2023 compliant, four-year term from October 2026.
Has the submission deadline passed?
Yes. Submissions closed on 22 June 2026 and the framework goes live in October 2026. We now support appointed suppliers with call-offs and mini-competitions, and prepare suppliers for the next round.
How are call-offs awarded?
By direct award or further competition within a lot and value band. We write the quality responses, JCT or NEC4 pricing, social value and carbon reduction plan returns needed to win at call-off.
