Healthcare Staffing Agency Framework Tenders
NHS trusts buy agency staff almost exclusively through approved frameworks, so an agency without a framework place cannot supply at scale regardless of its candidate pool. Applications are decided on compliance evidence, demonstrable fill rate and rates inside the agency cap, not on sales narrative.
Key facts at a glance
- Why a framework place matters
- NHS trusts are directed to source agency staff through approved frameworks, so an off-framework agency has no compliant route to supply
- Main national routes
- The NHS Workforce Alliance frameworks including RM6397, Crown Commercial Service staffing agreements, NHS SBS and Health Trust Europe
- Also in scope
- Regional collaborative frameworks, individual trust preferred supplier lists, and local authority social care staffing frameworks
- The compliance standard
- NHS Employers pre-employment check standards, covering identity, right to work, DBS, professional registration, references, occupational health and mandatory training
- Rate position
- Agency price caps apply to most NHS staff groups, so competition shifts to compliance, fill rate and service, not headline price
- Ongoing condition
- Framework places are audited. Failing an audit suspends supply, which is a revenue event, not a paperwork event
The framework is the market, not a route to it
A healthcare staffing agency without a framework place is not a cheaper option for a trust. It is an option the trust cannot compliantly use. That is the single fact that decides whether an agency stays at a few local bookings or reaches national supply, and it is why framework application work pays for itself faster in staffing than in almost any other sector.
The same logic runs through local authority social care staffing and through the private providers who mirror NHS purchasing rules. An agency that supplies care homes and domiciliary providers under an NHS Standard Contract inherits the compliance obligations that sit with that contract.
Where a specific framework is open, bid the lots rather than the framework. Our RM6397 NHS staffing framework hub breaks that framework down lot by lot, with the compliance gate and the evidence each lot expects.
Compliance is the gate, and it is read before the writing
Framework applications in staffing are refused on compliance before an evaluator gets to the quality responses. The pack is consistent: identity and right to work verification, DBS at the correct level with renewal control, professional registration checks against the relevant register, two verified references covering the required period, occupational health clearance, and mandatory training mapped to the Core Skills Training Framework.
What buyers actually test is not whether you hold the policy but whether the file proves the policy was followed for a named worker on a named date. An agency with an excellent written vetting policy and inconsistent files will fail. An agency with a plainer policy and complete files will pass.
This is the work that should be done before the notice opens. It cannot be done in the submission window, and it is the most common reason an agency with real supply capability loses a framework place to a smaller competitor.
Fill rate beats candidate numbers
Every application says it has a large candidate database. Evaluators discount it entirely, because it is unverifiable and universally claimed. What scores is fill rate by staff group and grade, time to fill from booking to confirmation, cancellation and no-show rates, and the escalation process when a shift is not covered, all drawn from your own booking system with the reporting period stated.
If your fill data is weaker than you would like, say so with the reason and the corrective action rather than omitting it. An evaluator who spots a gap assumes the worst case; an evaluator given the number and the plan scores the honesty.
The second scoring area most agencies underweight is worker experience: pay accuracy, speed of payment, revalidation and training support, and retention. Trusts have learned that the agencies who keep workers are the agencies who fill shifts in February.
Rates, caps and why price is not the lever
Agency price caps apply across most NHS staff groups, which collapses the price competition that agencies expect. Your charge rate has to sit inside the cap, the pay rate has to be attractive enough to recruit at, and the margin between them has to fund a compliance function that will be audited. An application that prices to win and cannot fund compliance fails the audit six months later.
That structure is good news for a well-run agency. When price is capped, the award goes to compliance quality, fill performance and service, which are things a serious agency can actually build and evidence.
How Glaxtons works with staffing agencies
We run a compliance and readiness review first, against the check standards the framework will apply, and tell you what would fail today. That is deliberately separate work from the submission, because finding a vetting gap in the writing week is finding it too late.
Then we write the application: lot strategy built on the staff groups you genuinely fill, compliance responses evidenced from your files, fill and service data presented properly, and a pricing narrative that holds inside the cap. We manage the portal submission and leave you with the response library for the next framework round and for trust-level mini competitions.

Frequently asked questions
Can a staffing agency supply the NHS without a framework place?
In practice, no, not at scale. NHS trusts are directed to source temporary staff through approved frameworks, so an off-framework agency has no compliant route in beyond occasional exceptional bookings. Winning a framework place is the entry condition for the market, not an optimisation.
What compliance evidence does an NHS staffing framework require?
The NHS Employers pre-employment check standards: identity and right to work, DBS at the correct level, professional registration where applicable, references covering the required period, occupational health clearance and mandatory training mapped to the Core Skills Training Framework. Evaluators test the files, not the policy.
Do agency price caps mean we compete on price?
Largely the opposite. Caps apply to most NHS staff groups, so headline price is constrained for everyone. Awards turn on compliance quality, demonstrable fill rate, time to fill, escalation and worker retention. An agency that prices below a sustainable margin usually fails its first compliance audit.
How long does a framework application take to prepare?
The submission itself is weeks. The compliance readiness behind it is months if there are gaps, which is why we separate the two. An agency with clean files and current accreditations can move quickly; an agency discovering a vetting gap in the submission window usually cannot fix it in time.
What happens if we fail a framework compliance audit?
Supply is typically suspended until the failures are remediated, which stops revenue from that framework immediately. Build the audit file structure and an internal audit rhythm from the day you are awarded, not after the first external audit finds something.
Do you support local authority and social care staffing frameworks too?
Yes. Council social care staffing, social work and children services frameworks run on similar compliance logic with authority-specific requirements. We write those applications alongside the NHS routes, and the evidence library built for one carries into the other.
Open and upcoming framework deadlines
Verified against the contracting authority. Dates marked expected are an anchor for a round that has not published one yet, not a countdown.
Delayed. Tender notice now expected mid to late November 2026; enquiries close 4 December 2026; submissions 8 January 2027; award 20 October 2027; framework runs 8 December 2027 to 7 December 2031.
