NHS procurement pipeline

NHS Tender and Framework Pipeline, 2026 to 2027

What is open, what publishes next, and what is coming. Every value, deadline and lot structure below is sourced and dated, and where published sources disagree we say so instead of picking one and sounding certain. Reviewed 21 August 2026.

Open now

RM6397 Clinical and Non-Clinical Temporary and Permanent Staff closes 21 September 2026 - 12 days remaining. Full details

The pipeline

Ordered by urgency rather than by size. A £2bn framework closing in three weeks is a more useful thing to know about than a £900m one that has already awarded, and most published framework calendars get that ordering exactly backwards.

Open nowRM6397

Clinical and Non-Clinical Temporary and Permanent Staff

Government Commercial Agency (formerly CCS), for the NHS Workforce Alliance

Submissions close: 21 September 2026 (12 days remaining)

ITT live on the CCS/GCA Bravo portal.

The single largest NHS staffing route to market, consolidating two frameworks into one. Places are not carried over, so every RM6281 and RM6277 incumbent has to rebid or lose NHS access in 2027.

Value
£2 billion excluding VAT (£2.5 billion including VAT)
Term
Four years from February 2027
Portal
CCS/GCA Bravo Solution (Jaggaer)
Replaces
RM6281 (clinical and healthcare staffing) and RM6277 (non-clinical staffing)
Lots
12 lots: Nursing and Midwifery; Medical Staffing; AHP, HSS and Emergency Services; Social Care Staffing; Corporate Functions; IT Professionals and Digital Workers; Legal; Scientific, Technical and Clinical Coding; Estates, Facilities Management and Ancillary; Permanent Recruitment; MSP Neutral Vendor; MSP Master Vendor
Who should be reading this
Nursing, medical and AHP agencies, social care staffing providers, non-clinical and IT recruiters, permanent recruitment businesses, and managed service providers bidding neutral or master vendor.

Worth knowing: Published summaries differ: most give the deadline as 3pm on Monday 21 September 2026, one gives 22 September. The Find a Tender notice gives the term as 3 February 2027 to 2 February 2031, while ITT summaries give commencement as 18 February 2027. Treat the ITT on the Bravo portal as the only authority and confirm both before you plan around them.

ExpectedNHS SBS Public Sector Construction Works 2

Public Sector Construction Works 2 (PS-Works 2)

NHS Shared Business Services

Tender notice expected (mid to late November): 20 November 2026

Delayed by NHS SBS on 3 September 2026. Tender notice now expected mid to late November 2026, enquiries close 4 December 2026, submissions 8 January 2027, award 20 October 2027 and the framework running 8 December 2027 to 7 December 2031.

The NHS estates construction route that sits alongside ProCure. Lot 1 and Lot 2 are regional, which is what makes this reachable for mid-market contractors who cannot compete nationally.

Value
£750 million excluding VAT (£900 million including VAT)
Term
Four years, 8 December 2027 to 7 December 2031
Portal
SAP Ariba - a valid DUNS number is required to register
Lots
3 lots: Lot 1 Minor Works up to £5m (regional, across 12 geographical areas); Lot 2 Intermediate Works £5m to £15m (regional); Lot 3 Major Works above £15m (national, restricted panel)
Who should be reading this
Main contractors, regional builders, refurbishment and fit-out contractors, demolition and civil engineering firms working on NHS estates and the wider public sector estate.

Worth knowing: The original schedule (notice 7 September 2026, submissions 19 October 2026, framework from September 2027) was withdrawn by NHS SBS on 3 September 2026 and every date on this row is the revised timetable as reported by Construction News and Low Carbon Buildings. It is still pre-notice reporting and will be fixed only when the tender publishes on Find a Tender, so plan against it and diarise against the notice. The delay is a gift to anyone who was starting late: use it for SAP Ariba registration, which takes longer than most contractors expect.

ExpectedP24 / ProCure24

NHS ProCure24 Capital Works Framework

NHS England, procured jointly with the Government Commercial Agency

Expected: 1 January 2027

ProCure23 runs until ProCure24 is established during 2027. No standalone tender window has been dated.

The fifth generation of the NHS England ProCure framework, being taken to market inside the GCA construction framework rather than standalone. Contractors who treated ProCure and CWAS3 as separate pipelines need to stop.

Term
Successor to ProCure23
Replaces
ProCure23 (and, on expiry, RM6088 and RM6267)
Who should be reading this
Principal supply chain partners and their supply chains delivering NHS capital schemes, plus construction consultancies supporting NHS trusts on major projects.

Worth knowing: Because P24 is embedded within the CWAS3 (RM6320) construction framework rather than let separately, a firm that missed the CWAS3 window may find its ProCure route affected. Confirm your position before assuming a second bite in 2027.

ExpectedHSSF

Health Systems Support Framework refresh

NHS England

Expected: 1 January 2027

NHS England has signalled a refresh. No application window has been published.

The accreditation route for suppliers selling analytics and transformation into ICBs. Entry is by window, and missing one has historically meant waiting years.

Who should be reading this
Population health management, analytics, digital transformation and system-redesign suppliers selling to Integrated Care Boards.

Worth knowing: Anyone quoting you a firm HSSF re-entry date is guessing. What is worth doing now is the evidence base, because it is the same evidence the refresh will ask for.

AwardedNHS SBS Healthcare AI Solutions

Healthcare AI Solutions

NHS Shared Business Services

Awards expected: 1 March 2027

Submissions closed 23 June 2026. Awards expected March 2027; framework runs 12 May 2027 to 11 May 2035.

Missing this one is recoverable, and that is the point most suppliers miss. It is an open framework under the Procurement Act 2023, which means it must reopen to new suppliers during its term rather than closing for eight years.

Value
£900 million
Term
12 May 2027 to 11 May 2035
Who should be reading this
AI suppliers in diagnostics, predictive analytics, operational efficiency, robotics and AI consultancy selling into the NHS.

Worth knowing: An open framework has to admit new suppliers at defined points. The work now is being ready for the first reopening rather than writing this off until 2035.

AwardedSBS10516

Radiopharmaceutical Products

NHS Shared Business Services

Current term ends: 4 January 2029

Awarded September 2025. Current term runs 5 January 2026 to 4 January 2029.

A closed field of two appointed suppliers on the national framework, which is precisely why the live NHS England PET-CT and imaging procurements and the devolved-nation equivalents matter more to a challenger than SBS10516 itself.

Value
£150 million excluding VAT (£180 million including VAT)
Term
5 January 2026 to 4 January 2029
Lots
Lot 1 Diagnostic and Therapeutic Radiopharmaceutical Products; Lot 2a Technetium and Krypton Generators; Lot 2b Gallium Generators
Who should be reading this
Radiopharmaceutical manufacturers and distributors, PET-CT and molecular imaging suppliers, and theranostics businesses entering the UK market.

Worth knowing: The national framework being closed until 2029 does not mean the market is closed. Diagnostic imaging and theranostics capacity is being procured through NHS England programmes and separately across the four nations, on their own timetables.

How to use a pipeline like this without wasting a quarter

Staffing and workforce

RM6397 is the whole game for the next four years, and it closes in September. Everything else is secondary until that submission is in.

Construction and estates

Two routes matter and they are not alternatives: NHS SBS Public Sector Construction Works 2 for the regional lots, and ProCure24 inside the Government Commercial Agency construction framework for capital schemes.

Clinical, digital and diagnostics

The compliance layer decides whether you can bid at all, and it has lead times in months. Start it before a notice publishes, not after.

The most expensive mistake in NHS framework bidding is not losing a submission. It is spending a quarter on the wrong one. Every framework on this page consumes six to eight weeks of real organisational effort, most of it evidence gathering rather than writing, and a supplier who bids three because all three looked relevant typically evidences none of them properly.

The second most expensive mistake is portal registration. The Government Commercial Agency runs Bravo Solution, NHS Shared Business Services runs SAP Ariba and requires a DUNS number, and many trusts use Atamis. None of these register instantly. Suppliers discover this in the first week of a live window and lose days they cannot get back, for an administrative step that costs nothing to complete months early.

The third is assuming incumbency protects you. Places do not carry over between framework generations. RM6397 replaces RM6281 and RM6277, and every incumbent on both is rebidding or losing NHS access in 2027.

Where this gets genuinely difficult is sequencing: which of these to bid, in what order, with a bid team that can realistically produce one strong submission at a time. That is the conversation worth having before the writing starts. See also our full UK tender deadline calendar and NHS framework specialists page.

NHS tender pipeline: common questions

Which NHS frameworks are open for tender right now?

As at 7 September 2026 the significant open NHS window is RM6397 Clinical and Non-Clinical Temporary and Permanent Staff, the £2bn NHS Workforce Alliance staffing framework, which closes at 3pm on 21 September 2026 (the clarification window closed on 2 September). The next to publish is expected to be the NHS Shared Business Services Public Sector Construction Works 2 framework, worth £750m excluding VAT, which NHS SBS delayed on 3 September 2026: its notice is now expected in mid to late November 2026 with submissions closing 8 January 2027.

What is the biggest upcoming NHS tender in 2026 and 2027?

By published value, RM6397 at £2bn excluding VAT is the largest currently live NHS opportunity. Looking further out, NHS ProCure24 is the most consequential for construction, because it is the fifth generation of the NHS England ProCure framework and is being taken to market inside the Government Commercial Agency construction framework rather than let separately, which changes how contractors need to sequence their applications.

How do I find NHS tenders before they publish?

Above-threshold NHS opportunities publish on Find a Tender, but by then the window has already started. The earlier signals are the buyers own pipelines: the Government Commercial Agency upcoming agreements list, NHS Shared Business Services planned procurement notices, NHS Supply Chain procurement calendar, and preliminary market engagement notices. Preliminary market engagement is the cheapest influence any supplier ever buys and almost nobody responds to it.

I missed a framework window. Am I locked out until it is re-let?

It depends on whether it is a closed or an open framework. A closed framework admits no new suppliers for its full term, which can be four to eight years. An open framework under the Procurement Act 2023 must reopen to new suppliers at defined points during its term, so missing the first round is recoverable. NHS SBS Healthcare AI Solutions is an open framework, which is why suppliers who missed its June 2026 deadline should be preparing for a reopening rather than writing it off until 2035.

Do I need to rebid if I already hold a place on the framework being replaced?

Almost always yes, and this catches incumbents out every cycle. Places do not carry over between generations. RM6397 replaces RM6281 and RM6277, and neither set of incumbents keeps its place automatically. Incumbency helps only because your performance data is verifiable evidence a challenger cannot produce, and the incumbents who lose are usually the ones who assumed the evaluator already knew their track record and submitted something thinner than a new entrant would.

Which portal does each NHS buyer use?

They differ, and registration on each takes time you will not have once a window opens. The Government Commercial Agency runs Bravo Solution (Jaggaer). NHS Shared Business Services uses SAP Ariba and requires a valid DUNS number to register. Many individual trusts use Atamis. Registering on all of the ones relevant to you before a notice publishes is the single cheapest piece of bid preparation there is.

How long does an NHS framework submission take to prepare?

For a first submission, assume six to eight weeks of real effort, most of which is evidence gathering rather than writing. Fill rates, time-to-supply, audit outcomes, named contract references, accreditations and financial standing all have to come out of operational systems and be presented against published criteria. Suppliers who begin in the final fortnight of a window can usually produce something compliant, but rarely something competitive.

All references, values and dates on this page were last reviewed on 21 August 2026 against Find a Tender, gca.gov.uk and the buyers own published notices. Published pipeline dates move, and pre-notice estimates move more than most. Confirm on the buyers own portal before planning a bid around anything here.
