1. Understand the new rules: the Procurement Act 2023
The Procurement Act 2023 came fully into force on 24 February 2025. It replaced the old PCR 2015 regime and changed several mechanics: a single Find a Tender Service feed, a new Most Advantageous Tender (MAT) test instead of MEAT, a Central Digital Platform for supplier registration, and stronger debarment regime.
For bidders, the practical impact is fewer hiding places. Buyers must publish more transparency notices, and below-threshold opportunities are easier to find than ever.
