The Tender Response Template That Wins UK Contracts

There is no single official UK tender response template. Every buyer issues its own portal, question set and word counts. But after writing more than 500 winning bids, we have found that the best responses share a consistent internal structure. This article is that structure, exactly as our bid strategists use it.

Apply this template to any quality question, on any portal, for any UK public sector contract. It works for ITTs, SQs, framework applications, mini-competitions and direct awards.

The 5-paragraph quality answer template

Every quality question gets the same five-paragraph treatment. Headline answer first, evidence second, then differentiation, risk and benefit. Buyers reading 30 bids in a week will thank you for it.

  • Paragraph 1 - Headline answer in 2-3 sentences. State exactly what you will do, by when, and what outcome the buyer can expect.
  • Paragraph 2 - Method. Step-by-step explanation of how. Use sub-headings or numbered lists if the word count allows.
  • Paragraph 3 - Evidence. Named case study with quantified outcome (e.g. "Delivered for [Council X], reducing time by 28% over 18 months").
  • Paragraph 4 - Differentiation. The single thing that makes your approach better than a generic response.
  • Paragraph 5 - Benefit and risk. The measurable benefit to the buyer plus the top 1-2 risks and your mitigation.

The cover letter template

  • Personalised opening - name the buyer, their challenge, and your win theme
  • Headline credentials - 3 to 5 numbers (years, contract values, team size, success rate)
  • Top 3 reasons we will deliver - directly mapped to the contract's strategic priorities
  • Statement of compliance - confirm you meet every mandatory requirement
  • Single point of contact - named director with direct phone and email

The case study template

Every case study you submit should follow the same compact structure. Buyers should be able to scan it in 30 seconds and grasp the relevance.

  • Client and contract value (name only with permission, otherwise sector + size)
  • Scope - 2 sentences
  • Challenge - what was hard about it
  • Approach - what you did, named methodology if relevant
  • Outcome - 3 quantified results (e.g. cost saved, time reduced, satisfaction score)
  • Reference availability - yes, on request

The social value template (National TOMs)

Most UK buyers now use the National TOMs framework. Structure your social value response by TOM theme, with measurable, time-bound KPIs against each.

  • Jobs - number of FTE roles, apprenticeships, hours of training, % from priority groups
  • Growth - % of contract spend with local SMEs and VCSEs
  • Social - community engagement hours, charitable donations, volunteer days
  • Environment - kg CO2e reduction, % renewable energy, biodiversity actions
  • Innovation - pilot projects, knowledge transfer, social value reporting cadence

The mobilisation plan template

  • Week-by-week Gantt covering days 0-90 minimum
  • Named lead and deputy for each workstream
  • TUPE process timeline (if applicable)
  • Risk register with RAG status and mitigation owner
  • Communication plan with buyer (frequency, format, attendees)
  • Go-live readiness criteria and contingency triggers
